The Sindh Assembly has passed the Domestic Workers Welfare Bill 2025, introducing legal protections and formal employment safeguards for household workers across the province.

The bill, which will become law after the governor’s assent, defines a domestic worker as any person employed to perform household work. It sets clear rules regarding working hours, leave, medical care, and employment conditions.

Under the new law, children below the age of 16 cannot be employed in households in any capacity. Full-time and live-in domestic workers will not be allowed to work more than eight hours a day or over six days a week.

The legislation also makes it mandatory for employers to issue an employment letter in the prescribed format and submit a copy to the relevant labor inspector, either manually or digitally.

Female domestic workers will be entitled to six weeks of paid maternity leave, while all workers will receive 10 casual leave days and eight paid sick leave days annually.

Law and Parliamentary Affairs Minister Ziaul Hassan Lanjar presented the bill in the assembly along with recommendations from the Standing Committee on Labor and Human Resources.

To address workplace disputes, the law provides for the formation of a Dispute Resolution Committee (DRC) headed by a grade-16 officer. The labor department will also appoint appellate authorities in each district to hear appeals against DRC decisions.

The legislation is being seen as a significant step toward improving labor rights and working conditions for domestic workers in Sindh.
