Rawalpindi district has yet to finalize its District Development Plan (DDP) for fiscal year 2026-27 as a severe financial crisis forces authorities to review and drop major development projects. The government has cancelled 286 development schemes in Rawalpindi district and 360 schemes across Rawalpindi Division.
It has also cancelled all development schemes proposed by the Rawalpindi Municipal Corporation and District Council.
Financial constraints have forced authorities to drop several major projects, including the Murree Road Signal-Free Corridor, service lane expansion from Liaquat Bagh to Chandni Chowk, underpasses at Chandni Chowk, Murree Road-Rawall Road and Murree Chowk, an underpass connecting Double Road with Ninth Avenue, the Rs. 800 million Leh Expressway and a multi-storey parking plaza at Liaquat Bagh.
The Rawalpindi Development Authority had proposed mega projects worth Rs. 8 billion for 2026-27, but authorities excluded them from the Annual Development Program and DDP because the projects faced financial constraints and stringent PC-I approval requirements.
Rising prices of steel, cement, iron bars, sand and gravel, along with higher labor and transportation costs, have increased the estimated costs of these projects by 40% to 50%. If authorities reconsider the projects for fiscal year 2027-28, they will need to prepare new feasibility studies and PC-Is, which could cost millions of rupees.
