The Capital Development Authority (CDA) is set to launch another major infrastructure project in Islamabad after opening technical bids for the construction of an underpass at Kashmir Chowk, also known as Dhokri Chowk, on Murree Road near Islamabad Club. The project is estimated to cost around Rs. 1.4 billion. Under the proposed design, traffic traveling toward Rawalpindi from the Serena side will pass through the underpass, while vehicles heading toward Murree will use its top slab.

The CDA received technical bids from two firms, Habib Construction Services (HCS) and MS Kamran Khan (Kundi Group). During the evaluation, the CDA declared Kundi Group non-responsive. The company subsequently filed a grievance against the decision.

A CDA official said the authority will decide the complaint within five days. If the grievance is accepted, financial bids from both firms will be opened. Otherwise, the company can approach the Public Procurement Regulatory Authority (PPRA). The official said the matter will be resolved within 15 days.

Both companies have previously undertaken major CDA projects.
