The Capital Development Authority (CDA) has decided to process pending recruitment cases under the Prime Minister’s Assistance Package (PMAP) for families of government employees who died during service on or before October 17, 2024. The decision follows a clarification issued by the Establishment Division in pursuance of its Office Memorandum dated June 24, 2026.

Under the clarification, cases involving the appointment of one family member of a deceased federal government employee under PMAP, where the death occurred on or before October 17, 2024, may be processed under the Establishment Division’s December 23, 2022 instructions in light of the Federal Constitutional Court judgment.

The CDA Human Resource Development Directorate has directed all formations of the authority to submit complete records of pending PMAP appointment cases involving deceased employees who died in service on or before the specified date. The move is aimed at facilitating the early processing and decision of these cases.

The required record includes recommendations of the concerned formation, the current employment status of the deceased employee, and relevant supporting documents. These include the death notification, educational documents, Family Registration Certificate, domicile, NADRA NIC cancellation letter, and an affidavit from the widow where a child has been nominated, along with other documents submitted by the widow or legal heirs.

The CDA has also sought the first and last pages of the deceased employee’s service book containing the death entry, duly attested by the concerned formation, besides any other relevant record. All formations have been directed to furnish the required information and documents to the Human Resource Development Directorate within seven days of issuance of the circular on a top-priority basis.
