The Pakistan Telecommunication Authority (PTA) has once again published an inconclusive broadband Quality of Service (QoS) report on the country’s best and worst internet service providers.
It shared the results in a way that makes nationwide comparisons nearly impossible.
The latest survey assessed 34 fixed broadband operators across 24 cities during the second quarter of 2026 against key performance indicators like network availability, bandwidth utilization, latency, jitter and throughput.
The report did not provide an overall operator ranking or aggregate compliance score for each ISP. Instead, the report evaluates operators only in the cities where they were tested, meaning a provider can appear fully compliant in one city while failing in another.
The report also omits subscriber-weighted analysis of major nationwide providers such as PTCL, Nayatel and NTC.
For example, PTCL achieved full compliance in Multan but only partial compliance in Gwadar, where it recorded the survey’s lowest compliance score of 42.86 percent. Likewise, NTC passed in Sukkur but only achieved partial compliance in Gwadar.
PTA also didn’t conclude who overall passed/failed based on scoring a non-compliance status.
As in previous QoS reports, the authority advised non-compliant operators to improve network capacity but did not disclose any enforcement action or timeline for compliance.
