Kazakhstan has officially opened applications for its 2027 foreign worker quota across all regions of the country.
Employers that plan to hire foreign workers in Kazakhstan in 2027 can now submit their quota requests to the relevant regional authorities.
However, companies must act before the submission window closes. The deadline for filing applications is September 30, 2026.
Companies applying for the Kazakhstan foreign worker quota must provide details about their expected foreign workforce.
In particular, applications must state the number of foreign workers the company plans to invite, including foreign specialists.
Employers should therefore assess their workforce requirements for 2027 before submitting an application. This will allow them to determine how many foreign employees they expect to sponsor in the region where the work will take place.
Kazakhstan uses the foreign worker quota system to regulate the employment of foreign nationals in different regions of the country.
The quota allows eligible companies to sponsor work authorizations for foreign employees. Importantly, the authorization relates to the specific region where the foreign national will perform their work.
As a result, companies planning their 2027 recruitment should consider not only how many foreign employees they need but also where those employees will be based.
The 2027 quota requirement does not apply to every foreign employee working in Kazakhstan.
Foreign nationals who are exempt from Kazakhstan’s work permit requirements are also outside the foreign worker quota system.
This exemption includes intracompany transferees. Therefore, companies bringing eligible employees into Kazakhstan through an intracompany transfer do not need to include those workers in their quota applications.
Employers that require quota-based work authorization for foreign nationals should prepare their applications before the September 30, 2026 deadline.
With applications now open in all regions, businesses have a limited period to estimate their 2027 foreign staffing needs and submit the required information.
Companies should also determine whether individual foreign employees require quota-based authorization or qualify for an exemption before finalizing their applications.
