Private Hajj bookings will now be processed under the supervision of the Ministry of Religious Affairs, marking a major shift in the country’s Hajj management system.

For the first time, both government and private Hajj operations will function under the ministry’s direct oversight. The private Hajj scheme will be handled through the official Pak Hajj App, where packages, agreements and payments will be monitored digitally.

Sources said the new framework is being introduced in line with Saudi Arabia’s Nusuk Masar system to make private Hajj operations more transparent and efficient. A one-window mechanism will also be launched for agreements and payments to reduce the risk of fraud.

Under the new arrangement, 25 private Hajj companies in Pakistan will operate under ministry supervision, while pilgrims will be able to choose their preferred company from the packages available on the app.

Separately, the Ministry of Religious Affairs has also decided to change the Hajj 2027 application process by assigning a single bank for submissions and payments.

According to sources, applicants under both the government and private Hajj schemes will submit applications and pay dues only through Habib Bank Limited, replacing the previous system of 16 banks.

The ministry and HBL are expected to sign a formal agreement in the coming days.
