The Capital Development Authority has decided to prioritize the long-delayed development of Islamabad’s E-12 sector, offering hope to thousands of allottees who have waited decades for possession of their plots.

According to sources, CDA Chairman Lt retired Sohail Ashraf recently directed the engineering wing to accelerate development work in the sector.

Officials said a high-level meeting will be held after Eid to review progress and address pending issues.

Launched in 1989, the E-12 sector has more than 4,000 allottees who were promised developed plots within two years.

However, after 37 years, development remains incomplete, while private housing schemes in Islamabad have expanded rapidly.

Sources said the CDA chief also instructed the land directorate to resolve legitimate compensation issues of local landowners on a priority basis.

Authorities currently hold possession of land in nearly two sub-sectors, while one sub-sector remains fully under adverse possession and another is partially occupied.

Partial development work has been completed in some areas, including road sub-base construction, but E-12/4 remains largely undeveloped.

The delay in developing new residential sectors since the completion of D-12 in 2008 has contributed to a shortage of affordable housing in the federal capital and increased frustration among plot allottees.

Meanwhile, development work in sectors E-13, F-13, and D-13 also remains stalled due to unresolved compensation and allotment issues involving affected landowners.

Officials say the CDA has yet to complete balloting processes for compensation plots in several sectors, including C-15.

Despite these challenges, sources claim the current CDA management is actively focusing on resolving E-12’s longstanding issues and speeding up its development process.
