The Capital Development Authority (CDA) Board has approved amendments to the Building Control Regulations 2023, easing parking requirements for high rise commercial buildings in Islamabad.
The decision came during the 10th CDA Board meeting of 2026, chaired by CDA Chairman and Chief Commissioner Islamabad Sohail Ashraf.
Under the revised rules, developers will now have to provide one parking space for every 1,000 square feet of covered commercial area. Previously, the regulations required one parking space for every 750 square feet.
According to the CDA, the previous requirement created significant challenges for builders and developers, with some projects requiring excavation for up to six basement levels, leading to higher construction costs and concerns over soil conditions and structural safety.
The authority said it revised the parking standard after reviewing the regulatory frameworks of other major cities in Pakistan. The change also addresses concerns repeatedly raised by the Islamabad Chamber of Commerce and Industry (ICCI), the business community, builders, developers, and other stakeholders.
The revised parking requirement takes effect immediately and will apply to commercial plots offered in the CDA’s upcoming open auction on August 4, 5, and 6, as well as future auctions. The CDA will also amend the auction terms and conditions to reflect the new policy.
