The Punjab government has made it mandatory to obtain a Green Property Certificate for all land and property transactions across the province, introducing a new requirement aimed at strengthening legal verification and transparency in real estate dealings.

According to the Punjab Land Records Authority (PLRA), the certificate will be required before completing any sale, purchase, or transfer of property. As part of its initial rollout, the certificate is being offered at a concessional fee of Rs. 900 for a limited period.

Officials said the certificate is issued after a comprehensive verification process that examines multiple aspects of a property and its ownership. Applicants are required to initiate a case through PLRA, submit relevant details, and complete payment before the verification process begins.

The process involves checking the identity of the parties involved, reviewing ownership records, and assessing the legal status of the property, including any taxes, mortgages, or disputes. Authorities also carry out field verification to confirm on-ground details, while digital records are examined through the PLRA system to ensure consistency and accuracy.

Officials said the certificate will only be issued after all checks are completed and the property is found to be legally clear.

The government said the introduction of the Green Property Certificate is intended to reduce fraud, improve documentation, and provide legal protection to property owners, while promoting greater trust in the property market across Punjab.
