The Government of Pakistan is moving ahead with a major digital reform for pension verification through a state-of-the-art app-based “Proof of Life” system for federal and provincial pensioners.
Sources told ProPakistani that the State Bank of Pakistan has been asked to issue strict instructions to all commercial banks for integration with NADRA systems.
The general public will use the Pak ID app to update the status on proof of life, while banks will verify and access details through NADRA’s e-Sahulat app.
The new framework will digitally verify around 1.7 million pensioners using biometric and facial recognition technology. Pension eligibility will be confirmed through NADRA’s Proof of Life Certificate (POLC) and Family Registration Certificate (FRC) systems before disbursement of funds.
Banks across the country will be required to connect their branches with NADRA’s API system “Nishan Pakistan” and the e-Sahulat application to enable digital verification of pensioners before payment processing.
The system is being implemented in line with earlier policy decisions issued by the Prime Minister’s Office.
Several components of the policy have already been implemented, while integration with the banking system remains pending. Once completed, it will allow full digital verification of pensioners to ensure payments are made only to eligible recipients.
Sources added that approval has been sought from the Finance Division for a revised financial model under which NADRA will waive certain charges related to the Proof of Life system by integrating POLC and FRC services under a cost-optimized framework.
This will improve transparency, reducing manual verification, and modernizing the pension disbursement system across Pakistan, sources added.
