Pakistan is preparing a nationwide National Connectivity Plan aimed at promoting the digital economy, reducing the digital divide, and improving digital infrastructure across the country. Pakistan is preparing a nationwide National Connectivity Plan aimed at promoting the digital economy, reducing the digital divide, and improving digital infrastructure across the country.

As part of the plan, the government aims to increase Pakistan’s average fixed broadband speed from 30.32 Mbps to 85 Mbps, which is nearly three times higher. This would place the country among the top 50 nations globally in broadband performance. Pakistan is currently ranked 92nd in the world for broadband performance.

The plan will prioritize the expansion of 5G services and Fiber-to-the-Home (FTTH) networks, while also targeting faster and more affordable internet access for freelancers and digital professionals. It will also focus on extending broadband connectivity to small cities, rural communities and remote areas.

The plan also targets a major expansion of the country’s fiber network over the next three years. Officials aim to increase tower fiberization from the current 16 percent to 60 percent.

Several reforms are also being considered to improve connectivity. These include making fixed broadband connectivity mandatory for all government institutions, schools and healthcare facilities.

The government is also considering tax relief for internet users in remote areas. The proposal includes abolishing Right of Way (RoW) fees and introducing a one-window approval system to accelerate telecom infrastructure deployment and improve broadband penetration nationwide.

The Ministry of Information Technology and Telecommunication (MoITT) is currently accelerating work on the preparation of the National Connectivity Plan.

According to sources, the plan is being finalized following consultations with all relevant stakeholders, while Prime Minister Shehbaz Sharif has directed authorities to complete the framework at the earliest.

The National Connectivity Plan will introduce a series of regulatory reforms and clearly define the responsibilities of telecom operators. The strategy is intended to support Pakistan’s long-term digital transformation agenda.
