The federal government has prepared a draft of the new National Sports Policy 2026, aiming to reform the country’s sports system after nearly two decades.

The proposed policy seeks to give autonomy to national sports federations and the Pakistan Olympic Association while making them subject to governance standards, international federation rules and performance-based accountability.

Under the draft, national sports federations will be allowed to run their affairs independently in accordance with the constitutions of their affiliated international bodies. The federations will also be responsible for organizing national championships, managing national teams, developing technical rules and improving training systems.

The policy formally recognizes the changes made after the 18th Amendment, under which sports became a provincial subject. To improve coordination between the federal and provincial governments, the draft proposes the formation of a National Sports Coordination Council.

The proposed council would coordinate national sports affairs, help resolve disputes among stakeholders and monitor the implementation of the policy.

The draft recommends setting up a Sports Development Fund to support sports activities. It also proposes that provinces allocate at least 2 percent of their annual development programs to sports.

The proposed policy encourages private investment in sports leagues, academies and infrastructure. It also calls for the promotion of professional leagues and the expansion of sports broadcasting.

At the grassroots level, the draft recommends mandatory sports competitions in schools and colleges. It also proposes a national talent hunt system and a centralized athletes’ database to identify and track promising athletes.

The policy also includes proposals for contracts, medical insurance and pension schemes for athletes. It further suggests establishing institutions for sports sciences, sports medicine and data analysis.

Under the proposed policy, the performance of national sports federations will be reviewed every three months.

The National Sports Policy 2026 aims to move Pakistan’s sports system away from excessive bureaucratic control and toward a more independent, professional and accountable structure.
