The committee formed to investigate mismanagement and irregularities in Karachi’s matric examinations has completed its report, with the findings reportedly leading to the resignation of Karachi Board Chairman Ghulam Hussain Soho.

According to sources, Soho stepped down after the inquiry committee recommended his suspension and criminal proceedings through the anti-corruption department.

The report also warned that if he was suspended, he would not be able to return to his parent department, the Federal Board.

Sources said the chairman resigned to avoid suspension and to protect his chances of continuing service at the Federal Board.

His resignation has been sent to the Sindh Boards Department secretary, who will forward it through the minister concerned to the controlling authority. The final decision will rest with the chief minister, who will decide whether to accept the resignation or proceed with punishment.

The inquiry committee, formed on the instructions of Sindh Boards Minister Ismail Rahoo, has submitted its report to the office of the minister for boards and universities.

According to the report, the board administration changed more than 170 examination centers during the matric exams. It alleged that Chairman Ghulam Hussain Soho, in collusion with multiple individuals, was involved in shifting exam centers.

The report named several alleged agents, including Manzoor Solangi, Imran Butt, Raja Fayyaz and Meraj Ali, accusing them of getting centers changed. It also said headmasters Muhammad Ali, Ayub Shani and Amir Murtaza managed to get centers changed through the chairman and the controller of examinations.

The committee recommended strict punishment for all officials found involved in the exam mismanagement.

It further called for the immediate suspension of Chairman Ghulam Hussain Soho and Matric Board Karachi Controller of Examinations Ahmed Khan Chhutto, along with criminal action against both through the anti-corruption department.

The report also recommended action against other responsible officers, implementation of disciplinary proceedings against Board Secretary Naveed Gujar, and early completion of proceedings against Deputy Controller Imran Butt under an already issued show-cause notice.

Sindh Boards Minister Ismail Rahoo said no pressure or recommendation would be accepted and that a decision would be made in light of the inquiry report.
