The Pakistan Telecommunication Authority (PTA) has announced new Local Peering and Internet Exchange Points (IXP) Regulations, 2026, through S.R.O. 661(I)/2026.
The move aims to improve how internet traffic is managed in Pakistan, enhance service quality, and reduce costs linked to international data routing. The regulations take effect immediately after publication in the official gazette.
Under the new framework, telecom licensees must route local internet traffic through local peering arrangements or IXPs instead of relying on international gateways. This shift is expected to lower operational costs and reduce security risks associated with foreign peering points.
The regulations also encourage licensees to establish IXPs through mutual agreements, allowing them to share infrastructure on a cost-sharing basis. If a licensee wants to appoint a third party to manage an IXP, prior approval from the PTA will be required to ensure compliance with the new rules.
The PTA has outlined specific technical and operational requirements for IXPs. These include the use of fiber connectivity for physical connections and ensuring that content delivery networks (CDNs) operate within the IXP framework. IXPs must function at Layer-2, while licensees are required to use border gateway protocols for routing traffic. The authority will also monitor the performance of local peering systems and may step in if additional IXPs are needed in certain cities or regions.
In terms of governance, licensees can form a steering committee or board to oversee IXP operations, ensuring transparency and equal access for all participants. The PTA will intervene in case of disputes between licensees, although commercial disagreements will be handled separately. The authority has also stressed strict confidentiality and security measures to protect data handled through IXPs and CDNs from unauthorized access or tampering.
The PTA has warned that failure to comply with these regulations may result in legal action, including possible disruption of local traffic routed through international gateways. To enforce compliance, the authority can inspect the premises and records of licensees and IXP operators at any time.
Overall, the new regulations are designed to improve the performance, security, and cost-efficiency of Pakistan’s internet infrastructure by promoting local traffic exchange.
