The Federal Ombudsman has directed the Capital Development Authority (CDA) to issue the merit list for multiple recruitment positions within 30 days, after concluding that there had been an unjustified delay in the hiring process.

The decision was taken on complaints filed by six candidates, including Amir Ullah and others, over the prolonged withholding of results despite the completion of the selection process.

According to the findings, the complainants had applied for various technical and administrative posts advertised by CDA on February 23, 2025.

The recruitment process included computer-based screening tests conducted by the National University of Sciences and Technology (NUST) in May 2025, followed by interviews held between December 18 and December 31, 2025. The candidates maintained that although the entire selection process had been completed, the merit list had not been announced for nearly five months.

During the proceedings, CDA acknowledged that the recruitment drive was launched to fill vacant posts through a competitive process.

The authority informed the Ombudsman that screening tests, evaluations, and interviews had been completed. However, it stated that changes in management had delayed final approval and the announcement of the merit list, adding that candidates would be informed once approval was granted by the competent authority.

Hearings were held on scheduled dates with representatives from both the complainants and CDA present. The complainants argued that the delay amounted to maladministration and demanded immediate publication of the results.

During the hearing, they expressed willingness to accept a directive requiring the agency to complete the process and issue the merit list within a fixed timeframe. The CDA representative agreed to the proposal.

In its final decision, the Federal Ombudsman concluded that the recruitment process had effectively been completed and that withholding the results for five months was not sufficiently justified.

The Ombudsman directed CDA to publish the merit list of successful candidates within 30 days and submit a compliance report within the same period. The complaints were subsequently disposed of under the relevant regulations governing the investigation and resolution of grievances.
