The Capital Development Authority (CDA) has approved two joint ventures for the next stage of the bidding process for Islamabad’s proposed convention, expo and exhibition center. The project is planned for Malpur near the Bhara Kahu Bypass and is among the CDA’s major infrastructure initiatives.
According to sources, a joint venture comprising China Construction Third Engineering Bureau, Kasib Builders & Developers Pvt Ltd and Zeeruk International, and another consisting of China Railway Sixth Group, Usmani International Associates and Osmani and Company were declared technically responsive following the evaluation process.
A third consortium comprising Matracon Pakistan Pvt Ltd, China First Metallurgical Group Co Ltd, Tong Yuan Design Group Co Ltd and Designmen Consulting Engineers was declared technically non-responsive.
Sources said the design submitted by the China Construction Third Engineering Bureau-led joint venture has been approved. Both qualified bidders will now be asked to submit revised financial bids based on the approved design.
Meanwhile, the technically non-responsive consortium has raised objections to the evaluation process. CDA officials said bidders have the right to seek redress through the Public Procurement Regulatory Authority (PPRA) after the completion of the technical evaluation stage.
