The Capital Development Authority (CDA) Board has approved a one-year extension of its agreement with the National Database and Registration Authority (NADRA) to continue transparent electronic balloting for the allotment of plots to affectees in various sectors of Islamabad. The decision was taken during a board meeting following the presentation of a summary by the Member Estate.
Under the approved decision, the CDA will execute Addendum No. 6 to the original agreement signed with NADRA in March 2016. The extension is aimed at facilitating the allotment process for affectees in sectors D-13, E-13, F-13, C-14, C-15 and other areas through NADRA’s automated e-balloting system, which is designed to eliminate human intervention and ensure transparency.
The board noted that the CDA has maintained a long-standing collaboration with NADRA for impartial plot allotments. It recalled that in its 17th meeting held on December 10, 2024, the board had approved an extension of the agreement and directed that the integrity of the e-balloting algorithm must remain uncompromised, while strict disclosure and confidentiality provisions should be incorporated into the arrangement.
According to the summary, NADRA’s specialized software maintains comprehensive system logs and records of results, providing a secure archival mechanism in case of future disputes. The system is also capable of processing a large number of allotments across multiple sectors simultaneously, enabling the CDA to complete pending allotments efficiently.
The board authorized the Director and Deputy Director IT of the CDA to sign the required legal documents on behalf of the authority. It further reiterated that no compromise would be made on the integrity of the algorithm and emphasized strict adherence to confidentiality and disclosure obligations throughout the e-balloting process.
