حیدر اباد: د صوبې د کرنې پرمختیا پورټ فولیو، د مالدارۍ سکتور په شمول، 6.12 ملیارده روپۍ مختص شوي، چې د 2026-27 لپاره د سند حکومت د کلني پرمختیایي پروګرام (ADP) شاوخوا 1.66 سلنه ده.
Of this outlay, Rs4.714bn has been earmarked for fiscal year 2026-27 for seven components of the agriculture department, including extension services, marketing, mechanisation, research, whilst Rs1.4129bn has been allocated for the livestock sector. The latter is also supposed to get Rs4.76bn in funds under FPA (foreign project assistance).
This Rs4.714bn agriculture development allocation is focused on ongoing schemes scheduled for completion, as the government has not included any new scheme.
Its break-up shows that agriculture extension will receive Rs656.700m; marketing Rs1.319bn; mechanisation Rs612.059m; research Rs255.250m; water management Rs1.796bn; supply, prices and measures Rs30.680m and training & research Rs43.750m.
Chief Minister Syed Murad Ali Shah said Sindh contributes 35-40pc of Pakistan’s rice production, 30-35pc of cotton, 25-30pc of sugarcane and 12-15pc of wheat production.
He referred to 306709 Benazir Hari Cards issued to farmers during the current year and Sindh Wheat Growers Support Programme 2025, under which cash subsidies were provided to 0.3m wheat growers through the card for the purchase of wheat inputs.
The chief minister said that the Sindh government would provide Rs20bn for wheat in FY2026-27, adding that a support of Rs8750 per 100 kilograms was provided for the procurement of one million tonnes of wheat in FY 2025-26.
He clarified that this strategic relief measure was taken despite an International Monetary Fund (IMF) precondition under the National Fiscal Pact to phase out the government’s footprint from commodity market operations.
He said that the cost of inputs had increased by more than 50-100pc since 2021 in some categories.
For development expenditure, funds have been allocated to nine ongoing agriculture extension schemes, three agriculture marketing schemes, four agriculture mechanisation schemes and five research schemes in the budget.
The Bio-saline Agriculture Research and Development Phase-II scheme is being executed in Khairpur, Tharparkar and Umerkot districts, where 76.1pc financial progress had been achieved by June 2026. It will receive Rs47.850m in FY2026-27. The scheme for the upgradation of the Horticulture Research Centre, Mirpurkhas, will receive Rs130m in 2026-27.
The varietal development of wheat through speed breeding scheme is being executed in Hyderabad and Shaheed Benazirabad districts at a total cost of Rs100m, of which Rs98.500m, or 98pc of the approved funding, had been spent by June 2026. It will now receive Rs1.5m for completion.
The production of early-category seeds of climate-resilient crops for enhanced food security scheme, with a total cost of Rs50m, has also received an allocation. Around Rs24.700m had been spent by June 2026, and the remaining Rs25.300m has been earmarked for it.
The improvement in the new watercourses scheme has been allocated Rs416.822m, with 36.5pc financial progress achieved against its approved cost of Rs2bn.
Another water conservation scheme, approved last year at a cost of Rs1.02bn, will receive an allocation of Rs510m in 2026-27, as 50pc of its funds had already been utilised by June 2026.
