The Senate Standing Committee on Science and Technology on Tuesday recommended the payment of a technical allowance for engineers across Pakistan.
The committee formally supported the proposal to be implemented across all provinces and federal institutions be granted the technical allowance.
This was a long-standing demand of the local engineering community.
The recommendation was made during a committee meeting, where the Registrar of the Pakistan Engineering Council (PEC), Engineer Khadim Hussain Bhatti, briefed members on the issue.
The PEC Registrar said the technical allowance has been a longstanding demand of engineers and argued that it is justified in recognition of their professional responsibilities. He said that similar allowances are already being provided to medical officers, judges, civil service groups, pilots, paramilitary personnel, and management cadres.
The committee was informed that the technical allowance has already been approved in Punjab, Khyber Pakhtunkhwa, Azad Jammu and Kashmir, and Gilgit-Baltistan. However, it has yet to be implemented in Sindh and Balochistan, where approval is still in process.
It was further stated that the allowance has been introduced in some federal institutions, including IRSA and the Pakistan Engineering Council itself, but is not yet uniformly implemented across all departments.
The Registrar emphasized that there should be no disparity between federal and provincial engineers regarding such benefits.
Committee members appreciated the efforts of the Pakistan Engineering Council and acknowledged the importance of engineers’ contributions to national development, stating that the technical allowance should be extended to them.
The committee also directed the Secretary for Science and Technology to take responsibility for the matter and oversee the process of initiating the implementation of the allowance.
