Russia has launched a new immigration pathway to attract global talent, offering fast-track residency and work rights to highly skilled foreign nationals under a special “impatriate” status.

The program, introduced in April 2026, allows professionals such as scientists, entrepreneurs, researchers, and cultural figures to settle permanently in Russia through a simplified visa process.

According to guidance issued by the Bureau of Emigration and Overseas Employment, Pakistani citizens can apply for the scheme if they meet the eligibility criteria.

The initiative is overseen by Russia’s Ministry of Internal Affairs and the Agency for Strategic Initiatives.

Successful applicants will receive residence permits within 30 days, exemption from language and history exams for temporary residency, and immediate work rights without separate permits.

The scheme also allows family members, including spouses, children, and parents, to benefit from the same privileges.

Authorities have prioritised eight categories, including experienced professionals in sectors such as IT, energy, and manufacturing, as well as investors, entrepreneurs, top university graduates, and members of the Russian Academy of Sciences. Cultural figures, athletes, and individuals contributing to defence sectors are also eligible.

The application involves a three-stage process, starting with submission through authorised organisations, followed by verification by the Ministry of Internal Affairs, and final review by a presidential commission.

The entire process typically takes 95 to 125 days.

The program is part of Russia’s broader strategy to attract skilled professionals while tightening controls on irregular migration.

Officials say the initiative aims to strengthen the country’s economy, innovation, and cultural sectors.

Experts note that the scheme offers a competitive opportunity for global talent seeking stable residency, though applicants must align with Russia’s legal and cultural framework.
