Peshawar High Court (PHC) has stopped authorities from deducting money from the salaries of government employees accused of receiving payments under the Benazir Income Support Program (BISP).
The matter was heard by a two member bench comprising Justice Ijaz Anwar and Justice Inamullah Khan.
During the hearing, lawyers Aminur Rehman Yousafzai and Umar Farooq told the court that their clients were government employees whose family members had received BISP payments.
They argued that authorities had started recoveries by making heavy deductions from the monthly salaries of the employees. The lawyers told the court that most of the affected individuals belonged to Class-IV staff.
During the proceedings, Justice Ijaz Anwar remarked that even Grade-20 officers had received BISP payments and questioned why departmental proceedings had not been initiated against them.
The judge also observed that inquiries had previously been conducted against district judiciary officers and employees in similar cases.
Assistant Director Legal of BISP Jamal Abdul Nasir informed the court that recoveries were being carried out from all government employees who had received BISP funds, including BISP employees themselves.
The court directed the authorities concerned to submit a detailed reply regarding the eligibility criteria for the programme before and after amendments, along with clarification on who qualified for financial assistance under the scheme.
