The National Cyber Crime Investigation Agency (NCCIA) received a total of 523,749 cybercrime complaints between 2023 and 2026, while only 199 convictions were secured during the same period, according to an official document presented in the National Assembly.
The overall conviction rate against complaints remained approximately 0.038 percent over the four years, highlighting a major gap between reported cybercrime incidents and successful prosecutions.
The document stated that the growing number of cybercrime complaints in Pakistan continues to create challenges in investigation, digital evidence collection, and prosecution.
According to the year-wise data, NCCIA received 134,710 complaints in 2023 and secured 92 convictions, placing the conviction rate at around 0.068 percent.
In 2024, complaints increased to 161,828 while convictions fell to 60, reducing the conviction rate to nearly 0.037 percent.
During 2025, the agency recorded 157,465 complaints and only 39 convictions, bringing the conviction ratio down to approximately 0.025 percent.
In 2026, complaints stood at 77,023 while only eight convictions were recorded, resulting in a conviction rate of about 0.010 percent.
The data also showed that complaints increased from 134,710 in 2023 to 161,828 in 2024, marking an increase of 27,118 complaints or 20.1 percent.
In 2025, complaints slightly declined to 157,465, showing a decrease of 4,363 complaints or 2.7 percent compared to 2024.
During 2026, the agency recorded 77,023 complaints, reflecting a 51.1 percent decrease compared to 2025, apparently because the figures covered only part of the year.
According to the document, NCCIA conducted 414,852 verifications during the four-year period.
Verification cases stood at 82,396 in 2023, 108,989 in 2024, 141,681 in 2025, and 58,286 in 2026.
The agency also initiated a total of 80,090 inquiries, including 18,012 in 2023, 24,012 in 2024, 30,214 in 2025, and 8,048 in 2026.
The document further revealed that NCCIA registered a total of 5,755 cybercrime cases during the four years.
The agency registered 1,375 cases in 2023, 1,667 in 2024, 2,256 in 2025, and 457 in 2026.
Meanwhile, NCCIA arrested a total of 7,600 accused persons during the four-year period, including 2,007 arrests in 2023, 2,157 in 2024, 2,916 in 2025, and 520 in 2026.
Official figures also showed that courts recorded a total of 877 acquittals during the four years.
Acquittals stood at 416 in 2023, declining to 268 in 2024, 168 in 2025, and 25 in 2026.
The declining number of convictions alongside the large number of complaints reflected the complexity of cybercrime investigations, including technical forensic requirements, cross-border digital evidence issues, and legal standards required for successful prosecution under cybercrime laws.
