Investigators probing alleged corruption of more than Rs. 1 billion in the Suthra Punjab Program have recovered cash and assets worth over Rs. 400 million from suspects arrested in the case, according to sources in the Anti-Corruption Establishment (ACE).
Sources said eight individuals were arrested after a case was registered over alleged large-scale financial irregularities in the cleanliness initiative. During the investigation, authorities recovered cash, residential properties, commercial plots and luxury vehicles valued at more than Rs. 400 million.
Investigators identified contractor Rai Qamaruzman as one of the main suspects in the case. According to sources, he allegedly disclosed the location of Rs. 80 million in cash during questioning, which was later recovered by investigators.
Authorities also recovered a plot in Lahore’s Defence Housing Authority (DHA) valued at more than Rs. 120 million, along with other assets allegedly acquired after the launch of the Suthra Punjab Program.
Sources said the total value of recoveries made so far is estimated between Rs. 400 million and Rs. 500 million, including both movable and immovable assets.
The investigation centers on allegations that more than Rs. 1 billion was misappropriated between November 2024 and April 2026 through collusion between a contractor and officials of the Suthra Punjab Agency in Faisalabad.
According to the FIR, investigators found evidence of irregularities in digital performance records. The inquiry alleged that official records showed 2,317 waste containers, while physical verification found only 1,717.
The investigation also alleged that only 48 loader rickshaws were deployed instead of the required waste management fleet and that salaries were drawn for 633 ghost sanitation workers.
Officials further claimed that performance figures were inflated through inaccurate reporting of waste collection facilities. The inquiry found significant differences between the numbers recorded in official documents and those verified on the ground.
