The Ministry of Interior has launched an investigation into the recent cyberattack on the Capital Development Authority’s (CDA) online billing system, which disrupted the authority’s revenue collection services and affected thousands of residents in Islamabad.
Sources told ProPakistani that a technical committee formed by the Ministry of Interior visited the CDA headquarters to investigate the cyberattack. The committee reviewed the affected systems and is examining what caused the breach while identifying weaknesses in the existing digital infrastructure.
The CDA’s online billing system for water charges, property tax, and conservancy fees was hit by a major ransomware attack on June 19, 2026.
Unknown hackers reportedly accessed sensitive billing data, disrupted online revenue collection services, and demanded a ransom in Bitcoin. They also threatened to leak the stolen data on the dark web.
The CDA has extended the deadline for paying water bills and conservancy charges until July 31.
Sources said the extension was granted after many residents faced difficulties paying their bills online because of the cyberattack. Some banks were also unable to process bill payments during the disruption.
CDA officials have assured residents that all payments made before the cyberattack remain safe because they were processed through authorized banking channels.
Technical teams from the CDA, the National Radio and Telecommunication Corporation (NRTC), and external cybersecurity firms are continuing work to fully restore the affected online billing system.
