The federal government has projected higher receipts from the Mobile Handset Levy in the Budget 2026-27, setting a target of Rs. 14 billion compared to the budget estimate of Rs. 12 billion for 2025-26.

Contrary to reporting by other newspapers, the government hasn’t increased the tax/levy. Instead, it has only set a higher target for levy collection in the new fiscal year.

The revised estimate for the outgoing fiscal year stands at Rs. 13 billion, indicating that collections are expected to exceed the original target before increasing further in the next fiscal year.

Revenue projections linked to the Pakistan Telecommunication Authority (PTA) have also been raised. Receipts from PTA’s 4G and 5G licences are estimated at Rs. 27.685 billion for 2026-27, up from the revised estimate of Rs. 24.973 billion and the original budget target of Rs. 22.049 billion for 2025-26.

Meanwhile, PTA surplus receipts are projected at Rs. 1.3 billion in 2026-27. This is lower than the revised estimate of Rs. 1.64 billion for the current fiscal year but higher than the original budget estimate of Rs. 1.1 billion.

According to the budget documents, total non-tax revenue is expected to reach Rs. 5.336 trillion in 2026-27, compared with the revised estimate of Rs. 5.093 trillion for 2025-26.

A major contributor remains the petroleum levy, for which the government has set a target of Rs. 1.677 trillion, up from the revised estimate of Rs. 1.498 trillion in the outgoing fiscal year.

The government has also included Rs. 1.035 trillion under grants and receipts from provinces under Article 164 of the Constitution. No allocation was made under this category in either the budget or revised estimates for 2025-26.

In addition, climate support levy receipts have been projected at Rs. 50 billion for 2026-27, slightly higher than the revised estimate of Rs. 48 billion.

On the tax side, Federal Board of Revenue (FBR) collections have been targeted at Rs. 15.264 trillion for 2026-27, compared with the revised estimate of Rs. 12.983 trillion for 2025-26.

Total federal revenue receipts are projected to rise to Rs. 20.6 trillion in the next fiscal year, up from the revised estimate of Rs. 18.076 trillion, reflecting the government’s reliance on both stronger tax collection and higher non-tax revenues to support its fiscal targets.
