Finance Minister Senator Muhammad Aurangzeb has hinted at the possibility of restoring surprise tax-linked insurance benefits for the salaried class in the upcoming Budget 2026–27, as the government continues consultations with key financial sectors ahead of the budget announcement.
In a meeting with a delegation of the Insurance Association of Pakistan (IAP), the finance minister said policy proposals related to taxation and regulatory frameworks would be reviewed carefully, with a focus on improving consistency, predictability, and long-term stability in the financial sector.
The IAP delegation, led by Shoaib Javed Hussain, presented a set of proposals aimed at expanding insurance penetration and encouraging long-term savings. A key suggestion included the possible restoration of tax incentives for policyholders, particularly salaried individuals, to promote participation in insurance-based savings instruments.
Officials also discussed broader issues concerning the interaction between federal and provincial tax regimes and their impact on the insurance industry. The need for a coherent tax structure and clearer alignment between regulatory and legal frameworks was emphasized during the meeting.
Participants further highlighted the importance of strengthening long-term investment channels through the insurance sector, alongside improving policy consistency to support sustainable sectoral growth.
The finance minister acknowledged the proposals and said they would be considered as part of the broader budget-making process. He reaffirmed the government’s commitment to supporting financial sector development while maintaining fiscal discipline and economic balance.
The meeting concluded with agreement on continued engagement between the government, regulators, and the insurance industry to refine policy directions ahead of the federal budget.
