The Directorate General of Customs Valuation Karachi has revised customs values on the import of blood collection tubes from China following a fresh valuation exercise ordered after a legal challenge to the earlier ruling.

According to a new valuation ruling, the revised values apply to imports of Blood Collection Tubes made from glass as well as PET material.

The previous customs values had been determined under Valuation Ruling No. 2017 of 2025 under Section 25A of the Customs Act, 1969. However, the ruling was later challenged before the Director General under Section 25D of the Customs Act.

The Director General subsequently rescinded the earlier ruling through an Order in Revision issued on October 31, 2025 and directed customs authorities to conduct a fresh valuation exercise after reviewing documents submitted by petitioners.

During consultations, local manufacturers argued that customs values should be increased in line with prevailing market prices and submitted export documents to support their position.

Customs authorities said they carefully reviewed submissions from all stakeholders, including importers and manufacturers, while also examining 90 days of import data as part of the valuation process.

The ruling noted that many of the export documents submitted by manufacturers were more than one year old and mostly related to destinations other than Pakistan. Customs officials also contacted China-based suppliers to verify claims submitted during the process, but received no response.

Following the review, customs authorities finalized the revised valuation under Section 25(9) of the Customs Act, 1969 after calculating the C and F value under relevant provisions of the law and Customs Rules, 2001.
