Dubai has introduced a new workforce productivity system that uses artificial intelligence (AI) and data analytics to improve decision-making across government entities.
The Dubai Government Human Resources Department approved the system as a unified framework under Executive Council Resolution No. 67 of 2025.
Dubai has started implementing the new system across 32 government entities. The system links workforce and financial resources with government service results and performance.
The development of the system started in 2020 through a pilot program involving a limited number of government bodies.
A steering committee was later formed under Resolution No. 7 of 2023 to improve the system and prepare it for wider implementation.
The committee has completed its work after the initiative became an integrated system across the Dubai Government. The system has built a knowledge base using millions of data points collected during its development.

The program also includes digital platforms and analytical tools powered by machine learning and artificial intelligence.
Government entities can use these tools to track productivity indicators and analyse the relationship between resources and service outcomes.
Abdullah Ali bin Zayed Al Falasi, Director-General of the Dubai Government Human Resources Department, said the adoption supports Dubai’s goal of building a data-driven government.
