The Higher Education Commission (HEC) is facing criticism from applicants over its recently introduced digital degree attestation system, with users reporting delays, technical issues and difficulties in tracking the progress of their applications.
The online platform was launched to make degree attestation fully digital and paperless. Under the system, applicants submit requests and pay fees electronically without visiting HEC offices.
However, applicants have complained that the system lacks transparency, as they are often unable to determine which officer is handling their case or where the verification process is taking place.
According to sources, applications are frequently being assigned to attestation officers in cities other than those where the relevant universities are located. This has reportedly resulted in additional coordination with institutions across different regions and extended processing times.
Several applicants have also reported difficulties downloading attestation certificates and verification documents after completing the process.
Another concern raised by users is the absence of an urgent-attestation facility. Unlike the previous system, the new portal does not offer expedited processing for candidates who require verified documents on short notice for admissions, employment or immigration purposes.
Applicants have urged the HEC to improve case-tracking mechanisms, resolve technical problems and introduce an emergency processing option to reduce delays.
Responding to the concerns, HEC Director General (Attestation) Hazrat Bilal said the digital system was introduced to simplify the attestation process, reduce paperwork and improve services for degree holders nationwide.
